Zalmay Khalilzad is the Ambassador to the United Nations. Khalilzad is an ethnic Pastun Afghan-American, a Sunni Muslim, and part of the neo-conservative clique that has squandered U.S. military victories in Afghanistan and Iraq by organizing corrupt and incompetent occupations. Khalilzad played a prominent role in both occupations as ambassador.

A long term advisor to Donald Rumsfeld who became the second Bush administration's special envoy to Afganistan after the fall of the Taliban, Khalilzad was also a special envoy to the Iraqi opposition to Saddam Hussein. Khalilzad has written about information warfare, and in 1996 (pre-Taliban), he worked as a consultant to the oil company Unocal Corporation (UNOCAL) regarding a "risk analysis" for its proposed pipeline project through Afghanistan and Pakistan.
