Typically described as a "solidly GOP district," the 19th Congressional District of Texas consists of Archer County, Texas, Bailey County, Texas, Borden County, Texas, Callahan County, Texas, Castro County, Texas, Cochran County, Texas, Deaf Smith County, Texas, Eastland County, Texas, Fisher County, Texas, Floyd County, Texas, Gaines County, Texas, Garza County, Texas, Hale County, Texas, Hockley County, Texas, Howard County, Texas, Kent County, Texas, Lamb County, Texas, Lubbock County, Texas, Lynn County, Texas, Nolan County, Texas, Parmer County, Texas, Shackelford County, Texas, Stephens County, Texas, Taylor County, Texas, Terry County, Texas, Yoakum County, Texas and Young County, Texas counties.

The district is represented by Republican Randy "I was only talking about the bill" Neugeberger, who finally achieved a few minutes of national recognition when he screamed the phrase "baby killer" during Michigan Democratic Representative Bart Stupak's announcement that he was supporting the Obama Administration's Health Care Reform Legislation. The dough faced Texas Republican Neugebauer later issued a statement of apology asserting that the statement was not directed at Stupak: "In the heat and emotion of the debate, I exclaimed the phrase 'it's a baby killer' in reference to the agreement reached by the Democratic leadership. I deeply regret that my actions were mistakenly interpreted as a direct reference to Congressman Stupak himself."
